This paper aims to presents key parts of the research result in developing adaptation process to cope with flood risk in the coastal city of Ho Chi Minh City (HCMC) in Vietnam, due to impacts of climate change and rapid urbanization. This paper aims to suggest adaptation measures designated to Nhe Be and district 7, though they can repeatedly be used within other districts as well. This main key points, for our understanding, suggests gradual growth in the resilience capacity within the district, which supports fit’s future financial growth, as a significant area within the HCMC urban system which holds a major amount of high education and cultural assets, as well as main industrial and gas delivery units. The need to cope with the future flood risk assessment, as presented in the ADB report(Index 9,10), have significant cultural and economic importance, within the regional and national scale, in the Nha Bhe & 7 districts of HCMC. Our research and consultancy group approach is focusing on behavioral resilient mechanisms, acknowledging that current challenges and severe risks will aggravate. Today’s severe flood risk would be tomorrow's new reality, increasing water levels would only get worse. Therefore, any new development and construction should be facing 2050 sea level as a new reality we must adapt too, in order to reduce the costs which current flooding events take. We believe this proposal suggest a cost-effective solution, based on behavioral and physical mechanisms, which can be gradually implemented, and successfully finishes within 15 years. This proposal suggests a full flexible adaptive solution to flood risk in the district.
